The Agencywide Documents Access and Management System (ADAMS) is the document repository system containing the NRC's unclassified programmatic and administrative records, and collections of documents related to the agency's licensing program, regulatThe Agencywide Documents Access and Management System (ADAMS) is the document repository system containing the NRC's unclassified programmatic and administrative records, and collections of documents related to the agency's licensing program, regulatory activities, and adjudicatory obligations. ADAMS key customers, internal and external stakeholders include the NRC staff, licensees, nuclear industry organizations and groups, general public, and local, state, and federal government agencies. ADAMS is a critical component of the NRC's Enterprise Content Management Program (ECM) that supports the agency's information management needs. ADAMS provides the following mission-critical functions: (1) A document management system to organize, preserve, and retrieve a wealth of documents including regulatory guides, NUREG-series reports, inspection reports, Commission documents, email and correspondence, and other programmatic and administrative material. (2) A recordkeeping system to maintain the agency's official records and manage their timely disposition. (3) An information dissemination system to publish the publicly available documents on the NRC public web site, and to distribute the documents to the agency staff and stakeholders by email. (4) A repository of documents submitted by licensees and other stakeholders through the agency's web-based Electronic Information Exchange (EIE) system. (5) The Electronic Hearing Docket (EHD) document collection which contains publicly available information related to hearings held by the Commission or Atomic Safety Licensing Board Panel (ASLBP). To ensure ADAMS continues to support the NRC mission it was upgraded from the legacy IBM FileNet Content Services platform to the IBM FileNet P8 platform. Benefits of this upgrade include: (1) single sign-on capability; (2) web-based user interface; (3) automation of processes and workflows; (4) improved search tools; and (5) compatibility with a wide array of add-on tools, such as Content Analytics, eDiscovery Manager and Analyzer, Advanced Case Manager, and OmniFind. This E-300 submission provides the justification for the upgrade as a phased implementation of a well integrated portfolio of content management solutions to improve NRC's efficiency and effectiveness. The ADAMS investment completed all but one planned activity for 2012, including the final migration of users from ADAMS Original to ADAMS P8.
